Just to reiterate my position on this issue.  This is not merely a NIMBY opposition.  It's important for you to understand that this situation is NOT analogous to "everyone wanting good cell phone coverage, but not wanting the antenna in their backyard."  Instead it is comparable to being forced to house a cell phone antenna in your backyard - and NEVER being able to own a cell phone and utilize the reception gained from the antenna.  A Utility Substation should be located in an area suitable and designed for a Utility Substation, and not dropped into the middle of an established subdivision.  Specifically, the existing proposal has the following legal issues which are enforcable under Title-21.

Citing a Utility Substation in an existing subdivision does not comply with the “Anchorage Bowl Comprehensive Plan 2020” (adopted by Assembly Ordinance, Feb. 20th, 2001).  The following policies are from the Plan, Chapter 5, Land Use & Transportation Policies and Strategies:

Rezones and variances shall be compatible in scale with adjacent uses and consistent with goals and policies of Anchorage 2020.

Areas designated for specific uses on the Zoning Map shall be protected from encroachment by incompatible land uses.

Avoid incompatible uses adjoining one another.

The unique appeal of individual residential neighborhoods shall be protected and enhanced.

Site development plans shall be designed to enhance or preserve scenic views.

#49

Site plan layout and building design for new development shall consider the character of adjacent development.

Optimize existing transportation and utility infrastructure before extending these facilities to undeveloped areas.

Utilities shall be located and designed with balanced regard for environment, energy conservation, reliability, visual impacts, natural survivability, and cost.

Locating Tank 930 in PV Subdivision fails to meet approval standards for the required Conditional Use Permit.

Approval of a Conditional Use Permit may occur only if the use “conforms to the comprehensive development plan”; and “will be compatible with existing and planned uses in the surrounding neighborhood and with the intent of its use district”.

1.      Better alternatives to locating Tank 930 in PV Subdivision exist.

1.      Enlarge the capacity of the existing AWWU water storage tank above Prominence Pointe Subdivision. 

2.      Locate the tank within the subdivision which it will serve.  The need for the water storage tank is a proposed new residential development on 200 acres ˝ mile west of the proposed tank location.  The burden of the water tank would then be carried by those who would use the water.

3.      Obviate the need for the tank entirely by complying with the recommendations for residential density within the 200 acres of the proposed new development.  New development lot sizes of 1.25 acres would not only accommodate on-site septic systems, but would be compatible with adjacent existing developments. 

4.      The density and public facility issues should be left to the Hillside District Plan as per the Anchorage 2020 Comprehensive Bowl Plan, Chapter 4, Urban/Rural Services Boundary (p.56).

5.      Explore new technologies for on-site water supply and wastewater disposal, per Anchorage Bowl Comprehensive Plan 2020, Planning Principles for Public Facilities, Chapter 4 (. 66)

Clearly a more suitable location needs to be obtained.

The timing depends on your schedule for reviewing alternative locations for these facilities.  As I recall we discussed locating this new storage near the existing storage above Prominence Point, however there were some concerns regarding pressure reduction and the capacity/quality of the waterlines below.

I also recall there may have been consideration given to a location either in or near Moen Park off Goldenview.  In any case if you are closing fast on a firm location for this storage I would like to review whatever process or alternatives analysis that was involved (if in writing or on a map you can simply send me a copy).  Presumably you have mapped out general areas that qualify by location, elevation, property ownership, anticipated soil conditions, access to existing and proposed water systems, etc.

I believe you have already been made aware of a proposal to build a 1 or 2 million gallon water tank in the middle of the residential Paradise Valley subdivision in south Anchorage in the Goldenview drive area. I’d like to add my voice to the opposition of this proposed location.

I find it rather absurd that an entity ( AWWU) would consider building such a system on residential lots in a long established area that would not even been served by the facility.

The beneficiaries of the installation would be a proposed new development about a half mile away. That new development has ample room to have their water and wastewater needs installed in their own area, just as Paradise Valley residents have had to do. The new development should do the same. The developer can provide some of his land to AWWU for the installation, or just have a private community system.

Aside from that most basic reasoning, the present proposed tank location is on lots that are often very wet with small streams of water,  and I've no doubt that the construction of the tanks would serve to divert all that water to areas and lots ( most  with existing houses on them) that are , for the most part, downhill. Indeed, hydraulically, water that ends up stopped from coming up where it now comes up could very well end up effecting water tables that are on lots even above the tank's location. It's not at all inconceivable that existing local septic systems will be affected by the installation of the tank Additionally, the "relocation" of that water will no doubt add to the existing frequent problems of glaciation that already occur on local roads such as Romania and Goldenview. And, of course, the purchase and construction on those lots will be exorbitantly high (relative to assessed and market  value) for Anchorage Waste Water Utility. Finally,  who knows what future maintenance issues they might face with such a large tank on such a soggy area.

I can think of no good reason for the tank to be built in the proposed location. Not even one that might be said to be “for the benefit of the larger community". There are more viable, less environmentally damaging and safer alternatives. 

I will try hard to be among those who attend the various opportunities for public input, but also wanted you to know my concerns about the proposal firsthand.
